SITUATION UPDATE NO. 01 TYPHOON/ PHILIPPINES Friday, 8 November 2013 15:00
1. Summary of Disaster Event (Please state briefly the type(s) of hazard, the specific location(s), date, time and duration of impact, the factors or circumstances that triggered or brought about the disaster event, and the general extent of losses)
As estimated, Typhoon HAIYAN (Yolanda) has made landfall in Eastern Visayas region in early morning, 8 November 2013. The wind sustained near the centre was around 250 km/h with gustiness up to 315 km/h. This is bigger than the last year’s Typhoon BOPHA. Due to the strength, Signal 1 – 4 has been raised for the Eastern Visayas, Central Visayas, Western Visayas, Bicol Region, Caraga and Northern Mindanao since impacts with various scales are expected to happen in those areas. Wind surge, flooding and landslides are expected to occur. Currently, HAIYAN is moving from Eastern to Western Visayas with the speed of 35 km/h. By 10 November, it will leave Philippines area and continue to move northward to Viet Nam.
Visayas regions population is over 17 million people.
Based on the 2012 ADINet report, Typhoon BOPHA that hit in December 2012 with wind gustiness up to 210 km/h, has caused moer than 1,000 death and injured 2,600 people. BOPHA has affected 6.2 million people in Region IV-B, VI, VII, VIII, IX, X, XI, XII and CARAGA. The cost of damage was 899 million USD. (

2. Assessment of Disaster Impact (Please assess and summarise the impact of the disaster event on human lives, housing and property and livelihoods, lifelines and public infrastructures, and the environment)
The following figures are summarized from NDRRMC Report: 26,675 families or 125,604 people in were evacuated to 109 evacuation centers in 22 provinces, 13 cities of Region IV-B, V, VI, VII, VIII, X and CARAGA. 28 Flights from Manila to Tagbilaran, General Santos, Iloilo and Bacolod City have been cancelled. Power interruption is experienced in municipalities in Leyte, Cebu and Marinduque

Based on AHA Centre estimation, urgently needed items in the impacted area would be: - Food and water - Family kit - Shelter

4. Actions Taken and Resources Mobilised (Please summarise the actions taken and resources mobilised by Parties concerned, including any request for or offer of humanitarian assistance)
Government of Philippines: - NDRRMC applied RED ALERT and disseminated weather advisory - Dept. of Social Welfare and Development (DWSD) provided relief items in worth of 62,500 USD to the victims in Albay and Masbate. - Local government, governmental agencies and institutions are taking preparations and measures toward the situation.
AHA Centre: - Deployed 2 staff in Manila for coordination and assist emergency telecommunication access in Tacloban. - Deployed and standby 2 ERAT members from Brunei Darussalam to assist damage assessment and emergency response.
Government of Singapore: - 2 personnel from Singapore Civil Defence Force (SCDF) were mobilised by Asia Pacific Humanitarian Programme (APHP) under UNOCHA for ICT Support.

- UNDAC is preparing three teams going to the affected areas and coordinate with the Government to conduct initial rapid assessment
