As of 09 NOV morning, two UNDAC Assessment Teams have deployed on a military aircraft to Tacloban City and provided a first impression from the airport, which suffered structural damage. The Government has established two command posts, one at the airport and one at the Tacloban City townhall. One Assessment Team is based at the airport, the second one has moved by helicopter to the townhall.

According to UNDAC, the area is completely destroyed, there is no electricity and no food. The road from the airport to the city is impassable due to the large amount of debris and dead bodies. The Secretary of Defence has confirmed that the lack of food and access to basic services has caused mob-violence across Tacloban City. Movement within Leyte will not be possible until roads are cleared.

UNHCR reported that dead bodies are piled up along the roads and in churches in Palo, Leyte. In Aklan, UNHCR confirmed structural damages to solid stone houses. About 90 per cent of the municipalities in Aklan are severely affected.

The Government has announced that another forward base will be established in Roxas City for Western Visayas. Efforts are underway to clear the city’s airport.

Teams deploying to Tacloban must be self-sufficient, bringing along tents and food rations. More information will be shared in the Situation Report No. 3 later.

Nearly 4.5million people affected in 36 provinces of whom nearly 478,000 displaced (majority in over 1,400 evacuation centres).

Damaged houses (as of 9 Nov am) - 3,480

Death - 151, Missing - 5, Injured - 23

Power and network outage continues in most severely affected provinces including Samar, Leyte, Aklan, Capiz, northern Cebu.

Highlights of OCHA Sitrep #3 (9 Nov)

On 9 November, Typhoon Haiyan weakened as it continued to move away from the Philippines.

About 4.3 million people are affected by the Typhoon in 36 provinces.

Over 330,900 people are in 1,223 evacuation centres and 11,200 people are staying with host communities.

Government accepted the UN offer of international assistance.

Tacloban City has no food, water and no electricity.

Airports in Visayas remain closed to commercial traffic.
