The Highways Agency is an Executive Agency of the Department for Transport (DfT), and is responsible for operating, maintaining and improving the strategic road network in England on behalf of the Secretary of State for Transport. We have a major role in delivering the Government's Ten Year Plan for Transport.
In 2003 the Highways Agency were granted extra powers to keep the traffic flowing on Britain's road network. Highways Agency Traffic Officers (HATO's) can direct traffic, quickly set up diversions and move debris or immobilised vehicles from the road. This helps frees up traffic police officers to concentrate on law enforcement and driver education.
