A major anti-terrorism training exercise is being held in Liverpool city centre this evening.

The exercise is being staged at St Johns Shopping Centre and is designed to test how police, ambulance and fire services respond to a terrorist firearms incident.

The way we react, respond and render care at dynamic and active threat situations is dramatically changing, and so must we.
With the White House pushing initiatives like the Hartford Consensus that calls for closer EMS, Fire and law enforcement integration at active shooter and terrorist scenes, as well as the Stop the Bleed initiative to train civilians on hemorrhage control, EMS and fire agencies need to get up to speed with the scope and impact these initiatives will have on them.

Emergency services in North West to join forces in simulated terrorist attack exercise

Police, Fire and Ambulance Services in Greater Manchester have joined forces with other agencies to carry out a simulated terror attack to test the emergency response to a major terrorist incident.

This multi-agency exercise aims to test and evaluate the emergency services response to a major terrorist incident and has been in the planning since December 2015.

Taking place over three days, the exercise will begin at midnight tonight, Monday 9 May 2016 at intu Trafford Centre and will involve the emergency services, including Greater Manchester Police, Merseyside Police, Greater Manchester Fire and Rescue Service and North West Ambulance Service.

Counter-terrorism exercise at Trafford Centre

A major counter-terrorism exercise is due to be staged in one of England's largest shopping centres.

A mock terror attack will begin at The Trafford Centre in Greater Manchester when it is closed between midnight and 06:00 BST on Tuesday.

The three-day exercise will continue in locations including Redbank Community Home in Newton-le-Willows on Wednesday.

Oefening 'Strong Tower', 30 juni 2015, Londen, UK:

Oefening van o.a. politie, CTFSO (Counter Terrorism Specialist Firearms Officers) en London Ambulance Service. In begin van video zijn de politiemensen te zien in de hot zone, vanaf ca. 1.55 min paramedics van Central Operations Unit van London Ambulance Service. Jason Killens, voormalig chief operations officer van LAS/huidige chief executive officer van South Australia Ambulance Service, geeft daarna uitleg.

In London werken paramedics van LAS samen met de anti-terreureenheden/arrestatieteams politie in de hot- en warm zone (care under fire + tactical field care). Leden van politie, anti-terreureenheid en LAS Central Operations dragen exact dezelfde kleding/persoonlijke bescherming, het enige verschil zijn de opschriften "police, CTFSO, Ambulance).

Getrainde hulpverleners (van zowel ambulancedienst, brandweer, politie) dragen een ander kleur kleding, zij dragen zorg voor het derde gedeelte van de medische hulpverlening tijdens terreuraanslagen, de extricatie en evacuatie van slachtoffers (CASEVAC).

In alle landen die ik als voorbeeld noemde werkt men ongeveer op dezelfde wijze zoals hierboven te zien/te lezen is. De verschillen zijn met name de benamingen, de central operations unit van LAS heet in Qatar Special Operations, in Qatar zijn Special Operations paramedics wel bewapend, in London zijn Central Operations paramedics niet bewapend.

Het is toch de Amsterdamse recherchechef die het zegt in een zaaltje vol dokters en ambulancebroeders die netjes met de beentje over elkaar zitten en af en toe heel wijs met het hoofd knikken.

Je zou ook alle gewone politiemensen en brandweermensen kunnen uitnodigen (RAI gebouw is groot genoeg) omdat dit een onderwerp is dat alle hulpverleningsdiensten in Amsterdam aangaat maar dan loop je risico dat er politiemensen in de zaal beginnen te kuchen of nog erger dat er politiemensen zijn die het op de thema-avond voor het eerst horen.

Bovenstaande is, volgens mij, dan ook meer vanuit een managersrol bekeken. Men vertrouwd erop dat, wanneer het gebeurt, de dagelijkse leiding (meldkamer/OVD), het reguliere personeel weghoud van de plaats incident en ze dirigeert naar UGS'en.

Volkomen onnodig om daar het "werkvolk" op voorhand mee lastig te vallen... Toch? Oh, wacht...
