New VOS qualifications at SchipholOn 1 September 2012, the Schiphol emergency services will introduce a new set of qualifications to classify incidents and emergencies involving aircraft. Emergencies involving aircraft are defined as Schiphol Aircraft Emergency Situations (in Dutch: Vliegtuig Ongeval Schiphol, VOS). At present, seven variants are distinguished: VOS 1 to 7. The current qualifications were adapted in consultation with the key partners of the crisis organisation to make them unambiguous and easier to use.
In practice, the qualifications currently used to define incidents involving aircraft do not always match the VOS Table, mainly because it is not always immediately clear how many people are on board the aircraft. Certain situations are also more difficult to define in terms of the existing VOS Table. As the division between the various VOS categories is not always sufficiently clear in practice, the Schiphol emergency services called for a study into potential improvements to the existing VOS Table. The new classification was compiled in consultation with the key partners of the crisis organisation at Schiphol.
Basic principles for the new classification
The key principles on which the new classification is based are as follows:
The new table is simple and unambiguous.
The purpose of assigning a VOS qualification is to ensure that the right resources and persons are sent to the emergency site, and in the right volumes/numbers.
The qualification issued indicates whether or not the emergency has already taken place.
The table below also shows whether the airport can handle the situation independently or needs external emergency services from the Kennermerland Safety Region or possibly the Amsterdam Amstelland Safety Region.
Example 1The pilot of an airborne aircraft reports to Air Traffic Control the Netherlands (LVNL) with a ‘Pan-Pan call’ and wishes to execute a preventive emergency landing. The LVNL communicates this information to the Airside Operations Manager, who identifies the situation as a ‘Minor Pre-Alarm’. The airport fire service, Airport Medical Services and the Dutch Border Police are alerted and take up their positions at the runway as a preventive measure.
Example 2A large passenger aircraft carrying 500 people crashes just before it hits the runway. The aircraft slides across the runway and catches fire. Air Traffic Control sees this and communicates this information to the Airside Operations Manager. Support is required from the regional fire department and, in all probability, from a large number of ambulances. The Airside Operations Manager identifies the situation as a ‘Major VOS’. The airport fire service, Airport Medical Services, the Regional Medical Emergency Organisation (GHOR), the Regional Fire Brigade, the Police Department and the Dutch Border Police all move to the site of the accident.
